Payment of contravention

Through Law no. 203/2018 on measures to improve the payment of contravention fines, Romanian Parliament regulates measures to facilitate the payment of contravention fines by setting up a single payment account and simplifying the procedures for tracking the collection of fines.

In order to implement the normative act, the legislator introduces a single account opened at the State Treasury that collects contravention fines, regulates the obligation to use a unique series of records of the reports of Contravention Minutes, introduces the electronic debt title which includes the data from the Contravention Minutes, established by the law, and provides for the establishment of the IT system for the management of electronic debt titles.

Following the implementation of the law, the agent will hand to the offender the electronic The electronic debd title, which includes more information, such as the unique series of records of the Contravention Minutes, the date of the Contravention Minutes, the date on which the Contravention Minutes was handed to the offender, the offender’s identification data, the amount of the fine imposed, the payment amount representing half of the minimum fine provided for by the law, the date up to which half of the minimum fine can be paid, the single IBAN account and other information.

The electronic debt title shall be transmitted electronically, by the
the authority to which the agent belongs, to the fiscal authority that is competent to collect tax debts, and, by way of derogation from the provisions of art. 39 par. (2) of the Government Ordinance no. 2/2001, approved with amendments and completions by Law no. 180/2002, the Contravention Minutes drawn up under the law are archived by the authority which the investigating agent belongs, without being submitted in paper format to the competent fiscal authorities.
